Job Responsibilities:
Develop and maintain in accordance with Provincial Treasury Guidelines all departmental accounting and revenue policies enabling Health Institutions, under a decentralized mode of operation, to comply with GRAP (Generally Recognised Accounting Practices) and GAAP (Generally Accepted Accounting Practices). •Ensure the development of a monitoring and evaluation system inclusive of implementation and maintenance thereof by institutions. • Ensure the development of a Departmental policy framework on internal control and reporting arrangements inclusive of monitoring and evaluation of implementation and maintenance thereof by institutions. • Ensure the timeous reconciliation of all accounts and financial systems in the Department inclusive of suspense account management and early warning system on expenditure/ Cash Flow arrangements. • Provide technical assistance to Line Managers to effectively manage financial systems, working Capital, liabilities and revenue collection thereby achieving optimal operational efficiency in the Department. • Ensure Departmental compliance with reporting requirements of the Provincial Treasury and ensure timeous submission of annual statements of the Department. • Ensure that there is effective, efficient and economical management and utilization of resources allocated to the Unit as outlined in the legislative framework for good governance
Job Requirements:
Knowledge and understanding of legislative framework and prescripts applicable to the public service, inclusive of the PFMA, Treasury Regulations, Public Service Regulations and relevant statutory provisions.•General Recognised Accounting Practices (GRAP), Generally Accepted Accounting Practices (GAAP), Preferential Procurement Policy Framework (PPPF).•Programme and Project Finance. The ability to communicate at all levels i.e National and Provincial Departments, senior management, private sector organisations, media, international organisations and the general public.•Advanced computer skills in the MS Office suite. •Strategic planning and negotiation skills. •Programme and Project management. •Report writing and presentation skills. •Service delivery innovation. •Change Management. •Financial Management, •People management and empowerment. • Ability to translate the macro fiscal environment for core business managers into strategic financial direction. • Sound Knowledge of Strategic Planning Processes and associated budgetary processes
