Job Responsibilities:
Implementation of the Public Finance Management Act. Implementation of the Treasury Regulations. Implementation of the PPPFA and other Procurement Regulations. Implementation of the Departmental Authorizations and delegations. Implementation of departmental Procurement policies, SOP’s and process maps. Procurement audits and response to Procurement audit queries. Implementation of annual operational plans. Internal and external communication with all stake-holders. Performance management, which includes supervising and manage the team. Procurement of Goods/Services in line with the procedures and regulations. Manage and control the RFQ/RFP process Manage and control the normal Procurement process. Ensure that goods and services are procured in a manner which is fair, competitive, cost effective, transparent and equitable. Goods and services below R500, 000.00 must be procured via the RFQ process and all deviations must be approved by the Accounting Officer.. Goods and services (except items that must be manufactured before delivery) must be procured within 14 working days after receipt of the approved requisition. Manage and control the BAC process. Internal and external communication with all relevant stake-holders.
Job Requirements:
A National Diploma/ Degree in Supply Chain Management/ Financial Management/ Logistical Management or Equivalent qualifications: 3-5 years extensive experience in government finance processes and procedures (Supply Chain/ Contract Management)
