Job Responsibilities: Accounts Reconciliation for inter-departmental balances and confirmation, processing and monitoring of e-journals. Submission of departmental claims within the required time. Develop, implement and Monitor usage of policies throughout department. Attend meetings and conferences. Monitor performance of Subordinates. Report timeously on monthly submission required for Section 40. Provide Administrative Support to all branches within Office of the Premier and Line Managers. Writing of correspondence within and outside the Department. Consolidate reporting of Section 40 as per the PFMA regulation. Maintain departmental unauthorized, irregular and fruitless register. Annual Financial Statements preparation plan issued before BAS closure. Assist in preparation of Interim Financial Statements and Annual Financial Statements. Ensure accuracy and completeness of contingent liabilities, provisions, accruals and payables not recognized, other payables disclosure, Assets, Bank Reconciliations, PO commitments and leases commitment disclosures. Ensure validity, accuracy and completeness of Interim Financial Statements/Annual Financial Statement and timely submission to Treasury as required by Treasury regulation. Prepare consultant Reports for disclosure in the annual report. Develop, implement and monitor work systems and processes to ensure efficient and effective functioning. Research and keep abreast of current legislation. Analyze and benchmark against treasury instruction notes and other best practices. Consolidate inputs from other sub-directorate. Develop and implement draft policies to submit for approval. Review and revise existing finance policies. Attend to internal and external audit requests. Job Requirements: An NQF level 6 qualification in Accounting. Completed SAICA articles will be an added advantage. 3 – 4 years’ experience in the financial management environment as a Senior Accountant: Financial Reporting. Working experience on financial systems such as BAS (Basic Accounting System), SAP (Systems, application and products, Excel. will be an added advantage. Knowledge of Financial reports, PFMA/Treasury Regulations, Delegations, Financial Manuals, The incumbent must be computer literate. A valid drivers license.
